Toolkit without perl, you still need /something/ to feed the templates

if they do, they are not using smarty to do it.

i need to turn on output buffering on php. it looks like there is a command ob_start that will do it, however it appears that command is started from within a php script. is there a configuration file that can be changed to do the same thing?
