Sometimes, randomly, when I start my computer (laptop) and I try to play audio files there is no sound. “yes | aplay” doesn’t even play anything.
Sometimes I just need to restart and it works, but it’s been an issue that I had in Ubuntu as well as Debian.

Try looking for “fglrx” packages. There are quite a lot of howtos in the net. I’ve never used ATI so I can’t help you.
